JYU is grant applicant, project coordinator and one of the two main architects of the approach based both on long ongoing collaboration with Ukrainian HEIs in study and on scientific findings in methodological tools. JYUs Faculties of Economics and IT will provide the trainings on issues of security and strategic analysis in cooperation with Faculty of Humanistic and Social Sciences as well as experts from The European Centre of Excellence for Countering Hybrid Threats (Hybrid CoE). JYU has built the most comprehensive security curriculum in Finland and will transfer the experience to UA partners. JUY hosted International Summer School invites yearly international security experts from Hybrid CoE and globally to deliver their exclusive experience to the trainees. JYU will share its expertise in training based on gamified adversarial learning with UA partners. JYU has relevant experience from previous projects for smooth management of the project.
ECAM-EPMI as part of the “Université Paris Seine” with numerous research and higher education activities possess strong knowledge and experience in cyber security issues in complex and connected ecosystems in the context of smart cities and Factories of the Future. Its Master’s Degree Program “Industrial Cyber Security” provided in the close cooperation with industrial partners focuses on recognizing and mitigating hybrids threats risks. Teaching materials and training approaches elaborated within this Master Program will be transferred to the UA partners during the training.
UC will contribute to the development of Master level and LLL programmes by Ukrainian partners, it will share the experience of the designing courses, creating content, syllabi and teaching materials basing on the experience of Master’s Program in International Relations – Peace, Security and Development Studies. UC will hold trainings for teaching staff on new research based materials in Security and Strategic Analysis issues and supervise the developments of UA partners. UC also supervises the quality of upgrading the study program at UA partners.
UT and its Faculty of Social Science, which participates in the project, share experience in the curricula development in the security field that is among the best in Europe due to the long-term collaboration of UT and Baltic Defense College. UT’s academic staff has unique research experience (hybrid warfare and a concept of non-military deterrence as well as European security and defence initiatives) implemented in practical activities aimed at elaboration the recommendations to the Estonian Government in the Future Convention of Europe and to the European Council for Foreign Relations and Eurasia Group. This solid experience will be shared with the UA Partners. UT will supervise upgrade of the study program at UA partners.

NURE is one of the initiators of the project and one of the main architects of the hybrid security approach in academia. NURE contributes to adaptation of Master-level programmes and development of new educational content on countering hybrid threats, including LLL courses for wide professional audience. Study fields in which adaptations will be made are chosen in accordance with the institution focus and NURE experience in cyber security gained in the NATO project. Study programmes in Management of Economical and Financial Security and Artificial Intelligence will be adapted. NURE will create courses syllabi, content and contribute to the development of the new teaching hybrid methodology and scenarios of hybrid simulation games. It will participate in the networking via its Hub of Excellence. NURE will endorse and deliver the adapted MSc programmes and new LLL courses. It will take part in dissemination of the project results and provide inputs to their sustainability. NURE helps JYU to coordinate the project implementation in the UA part of the consortium (WP6). It leads WP4, verifying the quality of development with MESU and associated partners under supervision of the coordinator
UCU as one of the leaders of humanitarian education in UA aimed at European standards strives to ensure that its programmes meet modern challenges. For adaptation towards hybrid threats countering UCU chose the programmes in media communications and public administration and management which are highly vulnerable to hybrid threats. UCU has responsibility to update its Master level programmes and create new educational content: courses (including LLL) syllabi, training content of the courses; to contribute to the development of the new hybrid teaching methodology; to participate in the networking via its Hub of Excellence; to endorse and deliver the adapted Master level and LLL programmes. It will take part in the dissemination of the project results and provide inputs to their sustainability. It leads Exploitation part of WP5.

SUIT contributes to the project by adaptation of MSc programmes “Organization management and administration” focused on transport and logistics and “Software Engineering” to the context of hybrid threats. The chosen study fields are listed in the National Security Strategy as highly vulnerable for targeted hybrid attacks. SUIT is responsible for WP1 and coordinates the update of the report on the needs addressed by the project; together with other UA partners it updates master level programmes in the chosen fields; designs courses for MSc and LLL programmes (including syllabi, new training content and materials); participates in the development of the new hybrid teaching methodology; starts a hub of excellence and contributes to creation and development of the WARN community; delivering the adapted MSc programmes and LLL courses. SUIT also contributes to the dissemination and exploitation of the results via its branches in the South of Ukraine.
NUOA leads development in WP2 “Adapting study programmes” as the most experienced in designing education and methodologies in National Security. NUOA adapts its MSc programmes in National Security and Political Science and coordinates UA partners in adapting their study programmes. NAMSCA is a HEI of the highest accreditation level educating management personnel in sphere of culture and art. It was ranked as the 1st HEI of culture and art field in top 200 Ukraine in 2018. Structure of NAMSCA is represented by 4 Institutions, 2 Centres: for distance learning and lifelong learning. It also has 2 regional branches (in Chernigiv and Rivne) linked Western and Northern Ukraine with capital centre. Besides degree programmes of all 3 levels NAMSCA provides non-degree and certificate programmes (Transformation Processes in Culture, Countering Aggressive Cultures, Leadership Training etc). Academy brings into life the model of lifelong learning in Ukraine. Its LLL centre retrains annually more than 3000 managers and experts in the fields of culture and art. NAMSCA concentrates its efforts on such social and educational demands as improvement of the educational content with respect to the modern International requirements, providing flexible response on the actual economic and social challenges due to ensuring the continuously development of skills and competences of the trainees and students, structure optimization and methodological support for lifelong learning, strengthening of various education forms correlation, elaboration of high political culture and introducing of social innovations. The Academy implements wide research in cultural and social issues in newly emerging multidisciplinary fields especially those which is connected with civic education: international approaches to this field within digital era, the impact of “countering violent extremism” and the problems of migration and displaced persons. It has strong expertise in information dissemination using its branches, library associations, Web resources for e-books, national mass media, expo halls and exhibition spaces. The abovementioned expertise and abilities have been strengthened by implementation of the disseminating tasks within the project #516935-TEMPUS-1-2011-1-FI-TEMPUS-SMGR (TRUST).

National Academy for Public Administration under the President of Ukraine is a base for training civil servants and local government officials in the Eastern Ukraine. Its LLL Center ensures annual regular retraining of local government officials following requirements of state regulations. This determines its leading role in WP3 (Delivered Programmes). Since decision making in democratic societies is the most targeted issue in hybrid attacks, KRI NAPA needs to adapt the study program in Public Administration and Management highly dependent on the decision making. KRI NAPA is a leading institution in the Kharkiv University Consortium uniting all HEIs of Kharkiv Region. This makes KRI NAPA a powerful proxy to regional higher education and enhances its role in dissemination purposes. KRI NAPA is responsible for update of the Master level programmes in the chosen field of study; it will create new courses, including syllabi and new educational content and contribute to the development of the new hybrid teaching methodology. It will participate in the networking activities of the WARN-community via its Hub of Excellence, endorse and deliver the adapted Master level programmes and LLL courses.

HIFL of DSPU is a highly motivated consortium partner because most of the teaching staff and students have personally suffered from hybrid threats. They have experience of a wide range of hybrid influences from information pressure to direct military actions; the proximity to the hybrid warfare epicenter gives the project participants a better opportunity to explore the techniques, forms and methods of the hybrid attacks. As the members of a pedagogical educational institution, the project participants have the opportunity to introduce the system of counteraction to the threats into the student and social environments and track its implementation at the level of secondary education and colleges. The chosen MSc programme for adaptation is Education (History, Practical Psychology) which is critical for civic resilience. HIFL will create courses syllabi, new educational content and contribute to the development of the new hybrid teaching methodology. It will participate in the networking activities of the WARN-community via its Hub of Excellence, endorse and deliver the adapted Master level programmes and LLL courses. An important task of HIFL is dissemination of the results in the Eastern Ukraine – the region suffers from frequent hybrid attacks.
